Can my landlord split the water bill differently than outlined in my lease?

I am a renter in PA. My lease specifies a flat charge per month for water as the building has a single meter for 2 units. Recently, my landlord has sent a photocopy of a large water bill and requested a significant additional amount to be deposited with my rent. All info I can dig up indicates that this is not legal due to the meter situation. Is this correct? Are there any official online sources reiterating this law?
